In fact, the early years are the most impressionable.

In a report commissioned by the Ministry of Education in 2003, John Church of the University of Canterbury outlined what he found to be the causes and effects of anti-social behaviour in children. In this report, it is stated:

"A number of studies have shown that, prior to school entry it is possible to halt antisocial development and accelerate prosocial development in 75% to 80% of antisocial children."

The report goes on to say that as the age of the child increases, the effectiveness of intervention decreases. Therefore, although the parents are most definitely the primary moral educators of their own children, the Early Childhood Centre has the second most important part to play in the child's development.

As a manager of an Early Childhood Centre, you will know that, in a great number of cases, these are the grounds upon which a child first comes into contact with others outside their immediate and extended family. For this reason, a child needs guidance on how to properly act towards and interact with others.

This may actually be the stage upon which the rest of the child's behaviour is based in life and is therefore an extremely important part of their life. The service that you provide is crucial to the child's understanding of their circumstances, the behaviour of others and how they react within this environment. You can teach a teenager how to read and write even if he or she has not been exposed to the alphabet but pro-social skills and lessons on how to form healthy relationships must begin from a very early age.

For this reason, the CEPNZ has produced the Character Education Programme for Early Childhood (CEPEC for short) with a series of guidelines especially designed to meet the needs and the budget of the Early Childhood Centre which also reflects the importance we place on the role of pre-school services.

This pack shows how character education and the development of virtues (responsibility, honesty, respect, helpfulness, etc) can become an everyday part of your Centre in the preparation of our children for later life.

Character Education also prepares the child for the next big step into the "real" schools and helps them to be able to fit in properly. With more and more schools using our Character Education Programme for Schools, these children will be able to understand what will be expected of them and may learn the basics faster while developing pro-social behavioral patterns to help them "fit-in" and learn easier through good character.

This programme - the CEPEC - is now available on CD-ROM and is also suitable for personal use in the home environment.
